Joseph P. Doherty, Jr.
CHIEF EXECUTIVE OFFICER
Joe Doherty joined GCR as CEO in July 2012. He has a demonstrated track record of leadership, proven success in building/scaling business process and technology-enabled solutions and services, and building long-term employee and customer loyalty.

Prior to joining GCR, Mr. Doherty was an executive vice president and government sector president and chief operating officer for Affiliated Computer Services, A Xerox Company. He previously worked 10 years for Computer Sciences Corporation (CSC) beginning as an operations director and ultimately, President- Americas’ Commercial Outsourcing Division. He also served 20 years in the U.S. Navy, first as an enlisted communications specialist and retiring as a Naval Officer. Mr. Doherty holds a Bachelor of Science degree from the University of Maryland and a Masters in Business Administration from Strayer University.

 
 

Gregory C. Rigamer
FOUNDER/DIRECTOR
In 1979, Gregory C. Rigamer used his professional expertise in the areas of urban planning and management consulting to establish GCR Inc. as a full-service consulting firm. Over the years, Mr. Rigamer has guided the expansion of the firm to encompass the impressive range of services provided today. Currently, Mr. Rigamer is a guiding force in business development for State and Community Solutions. He is an ardent user of GCR’s proprietary GIS framework and has been a creative and innovative force behind product development in disaster recover, demographic analysis, elections reporting, and utility service restoration.

 
 

Michael W. Flores
FOUNDER/CHIEF OPERATIONS OFFICER
As COO, Mr. Flores is responsible for managing the day-to-day activities of GCR and for operations management. He provides counsel to the management team and coordinates the implementation of all corporate operations. Mr. Flores is a licensed professional engineer and land surveyor with over 35 years of experience in system analysis and the design of software management systems. He is a founder of GCR. In Mr. Flores’ professional experience, he has led systems analysis and software development innovations for government agencies nationwide and has successfully consulted with and developed technology solutions for large federal agencies, including the U.S. Army Corps of Engineers, FEMA, EPA and the FAA. Mr. Flores uses his experience in systems analysis, technology design/implementation of systems, and his managerial skills to successfully solve client problems with the appropriate and most current technological solution.

 
 

Angele Carriere Romig
V.P., GLOBAL SALES OPERATIONS & MARKETING/CHIEF ADMINISTRATIVE OFFICER
Ms. Romig is a Vice President and leader of the firm’s Global Sales Operations & Marketing (GSOM) group. With over twenty-five years of professional experience at GCR, Ms. Romig is focused on implementation of corporate business development strategies. She directs the creative and production talents of the GSOM team. In support of the business units, Ms. Romig assists in preparing winning proposals and marketing materials that are focused on client concerns, GCR’s strengths, and innovative technical strategies. In addition to leading the marketing group, Ms. Romig also serves as the Chief Administrative Officer. In this capacity, she provides managerial leadership to GCR’s human resources and financial reporting teams.

 
 

Phillip D. Brodt
V.P., GENERAL MANAGER OF TRANSPORTATION & SECURITY SOLUTIONS
Mr. Brodt is a Vice President and general manager of GCR’s Transportation & Security Solutions sector. He directs GCR’s services to airports, airlines, governmental aviation agencies, and other transportation-related clients. These services range from management and strategic consulting, to development of technological solutions that address a variety of needs within the aviation industry. Mr. Brodt has worked with transportation clients to analyze business needs and build solutions to solve complex problems. He has worked with the U.S. Federal Aviation Administration, the Bermuda Department of Transportation, the Port Authority of New York and New Jersey, LAX, the Houston Airport System, and numerous state aviation agencies. With his broad understanding of regulatory requirements, airport operations and finance, and organizational effectiveness, Mr. Brodt is a recognized industry leader.

 
 

Todd Bouillion
V.P., GENERAL MANAGER OF STATE & COMMUNITY SOLUTIONS
Mr. Bouillion is Vice President and general manager of GCR’s State & Community Solutions sector. Mr. Bouillion is responsible for the strategy, business development and growth of GCR solutions in the State & Community sector across the United States. Mr. Bouillion oversees the sector’s leadership team on engagements across a spectrum of industry areas including: technology solutions for state and local governments, real estate program management services, community planning, disaster recovery and coastal programs. He offers clients and colleagues an experienced perspective in addressing complex problems that require a consulting response in delivery of services to clients. As a corporate leader, Mr. Bouillion established GCR’s corporate project delivery standards, best practices, and policies for the effective management of custom software development. He brings an experienced understanding of project management and lifecycle planning to engagements that his team delivers to clients.

 
 

Michelle L. Quadt
V.P., GENERAL MANAGER FEDERAL SOLUTIONS SECTOR
Ms. Quadt is a Vice President and is responsible for managing and supporting all aspects of services, solutions, technologies, products and programs delivered to Federal Services sector clients throughout the U.S. as well as state, community and commercial clients in the Mid-Atlantic Region. Her expertise is in evaluating complex, challenging problems that overlap traditional disciplinary boundaries with industry-leading analytics. She has a proven track record for translating this understanding into sound, actionable strategies that result in accelerated, enterprise-wide improvement.

 
 

Stacey James
CONTROLLER
As Controller, Ms. James oversees the accounting and financial reporting of the firm. She is responsible for the preparation and presentation of the monthly, quarterly and annual financial performance to the GCR Leadership team. She provides managerial assistance in areas such as staff utilization, budgeting, and invoicing. With over 12 years of experience at GCR, Ms. James’ commitment to financial reporting and the corporate mission of GCR is unparalleled and has established her as a valued member of the leadership team.
