History

GCR was established by Gregory C. Rigamer in 1979 as a planning and real estate development firm based in New Orleans. GCR’s first big success was the planning effort for locating the second span of the Greater New Orleans Mississippi River Bridge.

GCR quickly found a role in several landmark planning projects in Southeast Louisiana, and through success in these challenging projects, quickly gained regional recognition as a firm with an extraordinary commitment to quality. Given such notable efforts in planning, GCR soon established an impressive array of clients and expanded into the field of right-of-way management and acquisition.

Planning With Technology

GCR has always used the best available technology to solve problems for our clients. In locating the Mississippi River Bridge, a sophisticated transportation gravity model was developed to determine trip production and volumes based on current and future land use. Whether for transportation analysis or real estate development, such modeling was an early expertise of the company.

As the scope of projects grew, client needs drove GCR to expand into increasingly diverse fields, including infrastructure design and surveying – so Greg partnered with Mike Flores, P.E. to add a full service civil engineering component to the firm. Mike also brought in-depth experience with the aviation industry and a newly patented obstruction analysis program called Photoslope. Capitalizing on these new strengths, GCR added the development of comprehensive planning studies for airports and other major public works entities to its growing list of services.

Constantly striving to improve the quality of work and deliverables, GCR began developing in-house reporting and production mechanisms, taking advantage of our talented technical staff to write programs to analyze data and create models. This important work fueled growth. GCR began offering software development services as part of planning and technical studies, and this eventually led to the development of applications for airports, nuclear power plants, regulatory agencies, and private sector businesses.

Today, GCR continues to aggressively pursue new projects and opportunities across a broad range of fields. We remain headquartered in New Orleans and have offices in Covington, Baton Rouge, and Los Angeles.
