Los Angeles World Airports: Personnel Credentialing and Badging System


Los Angeles, CA:

GCR is developing a new personnel credentialing and badging system to provide a high level of identity assurance within the LAWA enterprise and enable strong authentication for access to LAWA physical resources (doors, buildings, areas).

The application will manage the entry and maintenance of identity information, both biographical and biometric; print badges; interface to the existing access control systems; maintain historical information; and provide easy deployment to off-site authorized signers. The system will accommodate employees who work for more than one employer at LAWA or who work for more than one company.

The solution consists of:

•   Commercial-off-the-shelf (COTS) software provided by IWS (subcontractor to GCR), customized and configured to meet LAWA’s requirements

•   New custom-developed software

•   New database and data file storage solutions

•   Custom-developed integration software to communicate with the existing ACAMS and APACS databases

Security Badging Office

The Security Badging Office application will provide a wide range of functions, including:

•   Ability to enter and maintain company and applicant biographic information

•   Ability to enter and maintain applicant biometric data (finger prints, iris scan, picture, signature)

•   Identity analysis

•   Automatic background check interfaces to federal agencies

•   Card issuance and management

•   Interface to credit card processing for badge payments. (The credit card payment history will be maintained in the system, although the credit card information will not.)

•   Interface to AAAE training database to track completed training components for the badge applicant

Off-site Authorized Signers

The off-site application for authorized signers will provide the functionality to enter and maintain the following:

•   Applicant biographic information

•   Interface to credit card processing for badge payments. (The credit card payment history will be maintained in the system, although the credit card information will not.)

Other Key Components

•   Reporting Services Data Warehouse

•   Training and testing resource scheduler

•   Security and Airfield Enforcement Program (SAFE) – will allow SBO users to enter tickets or other violations on badge holders.

•   An application to replace the Access Point Access Control System (APACS) application currently used at the access posts.

With full implementation, LAWA will be able to

•   Manage credentials more effectively and efficiently

•   Manage the association between people and credentials

•   Manage access based on the role of the individual

•   Introduce biometric technology to facilitate identification of all persons requiring access

•   Elevate the overall security profile
